I have a vision that the Port of Seattle, like other ports in the US, is run efficiently without a tax subsidy. It will also become a worldwide leader in addressing port and maritime environmental issues. In this trade dependent region, the Port should be focused on its core mission of providing a working infrastructure for trade and family wage jobs.
The case for reform is clear to many who watch the port closely. This case has become more clear as audits and criminal investigations continue. As Port Commissioner, I will ensure transparency in Port operations. As a former business tenant of the Port of Seattle, I have a first hand view of how to stop dubious Port transactions.
We have an excellent opportunity to become a worldwide leader in environmental stewardship. With a great local history of environmental action, we can affect change on a global level. Our agricultural resources combined with our active regional ports should be promoting the use of alternative energy to reduce port operation and maritime emissions.
In the Puget Sound, the Port needs to lead local, state and federal governments on a more complete approach to resolving pollution problems at the port and drainage sources to Elliot Bay.
The original mission of the Port is to enhance our regional economy through trade. The Port has undertaken projects which dilute this goal. A working port provides better quality jobs and we must re-focus our efforts to this end.
With independent audits showing "$100 million in waste" and findings of fraud, it is clear that the Port of Seattle has betrayed the public trust with its special tax authority. At a time when we are closing public schools and cutting state funding for children's healthcare, we must end this abuse. With annual revenue from various Port businesses exceeding $480 million, it should not require annual property tax. Most other ports in the US do not require a tax subsidy and some even provide revenue for the county.
The Port of Seattle is an important partner in solving key transportation problems in the region. We must resist the temptation for risky and expensive solutions. The Port must work more closely with other regional governments to improve transportation and other capital projects.
